The touch up spray paint I used had dried dull on my car, how do I get it to shine please?

A lot of paint will dry to a "dull" finish. You need to apply several coats of clear coat (with drying time in between) to get the shine back. Most of what you see on the factory finish is in fact clear coat. It will also protect your paint from future dings and scratches.
